Summary of Village Regulations
Below is a brief overview of some of our local laws and Village regulations. They have been established over the years to help ensure the quality and comfort of our daily lives. We hope you will become familiar with these laws and help to maintain the standards of our community.

The Larchmont Village Code is also available online. Please be advised, however, that the Village does not maintain the web site on which the Village Code is posted, and has no control over and makes no representations regarding the accuracy or timeliness of the content therein.

Building Permits
All construction, including exterior and interior alterations, fences, walls and tennis courts, require a building permit issued by the Building Inspector. The construction/alteration of some structures and buildings (e.g., swimming pools) require the issuance of a special permit by the Board of Appeals.
Failure to obtain the requisite permit before construction is a violation of the Village Code. Failure to obtain a certificate of occupancy is also a violation of the Village Code. Permit applications and additional information are available in the Building Department.

Dog Leashes and Related Laws
All dogs must be on a leash when on public property, including streets and sidewalks. When on property other than their owner’s or custodian’s, all dogs must be on a leash, unless the owner or occupant of such property grants permission for the dog to be released from its leash. In such cases, it remains the dog owner’s or custodian’s responsibility to ensure that the dog is not allowed to leave such property unless it is on a leash and under the owner’s or custodian’s control. Dogs that are found running at large in the Village are subject to seizure and impounding.
All dog feces on public property must be removed immediately and properly disposed of. Failure to do so is in violation of Village Code.
All dogs must be licensed annually through the Village Clerk’s Office.

Storm Drains
All storm drains in the Village streets drain into Long Island Sound. They are not connected to the sanitary sewer system and, therefore, the contents of our storm drains do not go through any treatment process. This means anything that enters our storm drains, will find its way into Long Island Sound, potentially affecting our environment and our community.
Items that end up in our storm drains could also obstruct the water flow, causing flooding and potentially dangerous conditions. Do not allow or cause anything to enter our storm drains. If you see any dumping, please contact the Larchmont Police Department immediately (834-1000). And, if you don't litter, that would be a big help too.

Film Permits
Filming may be conducted in the Village of Larchmont from 8 AM to 7 PM, Monday through Friday, with appropriate permits and approvals. Only three (3) filming permits within a twelve-month (12) period may be issued to one property. Applications for filming permits and copies of the Filming Law may be obtained in the Village Clerk's office or in our online forms page.

Noise
It is unlawful for any person to make, continue or cause loud, disturbing and unnecessary noise. Excessive noise emanating from the operation of any machinery, equipment (including motorized gardening equipment), exhaust or attic fan, air conditioning apparatus, television, radio, tape- or CD- or DVD-player or other such device, etc., or the continuous barking of any dog is a violation of the Village Code.
The operation of power tools outdoors and construction equipment is limited to:

Be advised that the level of noise emanating from such equipment is regulated in the Village Code. At all other times, power tools may only be operated indoors.
The operation of motorized gardening equipment powered by an internal combustion engine, including but not limited to lawn mowers and leaf blowers (when leaf blowers are allowed to be used) is limited to:

* Monday through Friday between 5:30 PM and 8 PM, grass may be cut with an internal combustion engine lawn mower by an occupant of the premises where the grass is being cut.
All gardening equipment powered by an internal combustion engine must have a properly functioning muffler.
Leaf blowers powered by an internal combustion engine may not be operated within the Village between June 1 and September 30, inclusive, of each calendar year. During the rest of the year, leaf blowers may only be operated in accordance with the restrictions above.

Parking
The Village of Larchmont owns and maintains nine parking lots. Day and/or night permits may be purchased for temporary, quarterly or annual permits. On-street parking is prohibited between 2 AM and 6 AM.

Tag, Yard, Garage Sales
Tag or garage sales require a permit from the Village Clerk's Office, or in our online forms page. Only 1 sign may be displayed on the property where the sale is conducted, and no additional signs may be displayed anywhere else on or off the property.

Maintenance of Sidewalks, Grass Strips Abutting Curbs, Visual Obstruction
Owners of adjacent property must properly maintain the grassy strip between the curb and the sidewalk, and must trim, prune and remove overhanging tree limbs which obstruct pedestrian passage.
Owners of property adjacent to intersections must trim, prune and, if necessary, remove all hedges, bushes, shrubs and overhanging tree limbs which obstruct the visibility of approaching vehicles. Drivers must have a clear view across an intersection for a distance of at least twenty (20) feet.
Snow Removal
Snow shall be removed, by the owner, lessee, occupant or person having charge or control of the abutting premises, from all sidewalks or continuations thereof, whether flagged, concreted or otherwise laid or unlaid, so as to leave a free, continuous passageway for a width of at least three feet, within 24 hours of the time it shall cease to fall. Upon the failure of the party or parties responsible so to do, the Village may cause the same to be removed and the cost thereof assessed against the abutting property.
