Anti-Idling Law

On April 7, 2008, the Village Board adopted an anti-idling law.  When the ambient temperature exceeds 40 degrees Farenheit, motor vehicle engines, other than legally authorized emergency services vehicles, may not idle longer than three minutes while parking.  Buses may not idle while parking, standing or stopping. Here are some of the reasons for this law:

Less air (and ear) pollution.  An idling car creates twice the emissions.

Saves money.  Idling 15 minutes per day can cost you up to $100 in wasted gas over the course of a year.

Saves oil.  American drivers use more than 2 billion gallons of fuel each year while idling.


Stop The Tax Shift

The NYS Conference of Mayors unveiled a new Web site called http://www.stopthetaxshift.org.  The purpose of the website is to assist state and local officials, the media and the public in gaining a better understanding of how state actions taken in Albany affect our local communities and our taxpayers. StopTheTaxShift.org provides visitors with a vehicle to quickly and easily send a message to state policy makers and the media, allowing all New Yorkers to take part in the “stop the tax shift” campaign. We hope you will take a look at this website often!

 

County Board Passes Property Tax Credit for Volunteer Emergency First Responders

County Legislator Judy Myers appeared at the Feb. 23, 2009 Village Board meeting and announced that property tax exemptions will now be offered to volunteer emergency first responders.  Since certain restrictions apply, she noted that only members of the Larchmont-Mamaroneck Volunteer Ambulance Corps would qualify for this tax credit in our area.  For details on this new County legislation, click here.

Town of Mamaroneck Reassessment Study

The Town of Mamaroneck has drafted an impact study on the possible results of a reassessment project.  As this proposed reassessment would affect Larchmont Village residents, we have obtained permission from the Town to link their study to our website.  Click here to view it.


Organic Waste Collection

Residents of the unincorporated Town of Mamaroneck and Village of Larchmont must separate organic waste from regular garbage and trash.  Organic waste is defined as grass clippings, leaves, plant trimmings, branches and twigs.  Organic waste must be set out at the curb for collection no sooner than the evening before your scheduled collection. 

Organic waste must be set out in biodegradable bags or in a garbage can free of other garbage.  Containers must weigh no more than 60 pounds. NEVER SET OUT ORGANICS IN PLASTIC BAGS. Branches must be tied and bundled, or put in garbage cans or biodegradable brown paper bags. Branches and twigs may not be longer than 4 feet or more than 4 inches in diameter.

Organic waste is collected on your second garbage collection day.  For further information consult the garbage and recycling brochure mailed to you in January or call 381-7810.

Citizen Emergency Notification System - "CENS"


The County of Westchester has created a communications system to allow the public to be contacted directly in case of a large-scale emergency. You may have already heard the acronym “CENS”. It stands for Citizen Emergency Notification System. Subscription is free and subscribers can use email, text messaging and/or phone messages to provide information during or after a major storm or other disaster.  To avail yourself to this system, all you have to do is go to http://www.westchestergov.com/cens/ and click on “Residents”. You will be prompted for various information, depending upon the type of notification you request. Please remember that CENS is intended to supplement information you will receive from television, radio and other sources. Larchmont specific information may be obtained by calling 914-834-6230, extension 6110. Also be aware that CENS and VOL extension 6110 should not replace individual and family emergency planning and there may be situations due to high call volume where direct communication with the police department is not possible.

Stormwater Management Laws
As required by New York State and federal law, the Village Board has adopted new Chapter 335 of the Village Code, entitled “Stormwater, Drainage and Water Pollution Control.”  Chapter 335 is a local adaptation of model laws mandated by New York’s Departments of State and Environmental Conservation and the United States Environmental Protection Agency.

Article I of Chapter 335 provides legal authority for the Village to carry out inspections, surveillance and monitoring necessary to assure that no pollutants are permitted to enter the Village’s stormwater drainage system. Pollutants are defined to include, among other things, paints and related materials, oil and automotive fluids, pesticides, hazardous substances, and wastes of any kind, including construction wastes, with certain specified exemptions. Procedures for enforcement and appeal of adverse decisions are also set forth.

Article II of Chapter 335 establishes minimum stormwater runoff management requirements and controls in connection with both the construction and post-construction phases of land development activities.  Specific provisions concerning the offset of the increase in the rate of surface water runoff to be caused by the proposed development are included.

Site Plan Review Law
The Village Board of Trustees has adopted amendments to the Site Plan Approval Law, Chapter 361 of the Village Code. Henceforth, any request for a permit to demolish more than 20% of the total square footage of existing improvements on a single lot, or to add more than 250 square feet or more to an existing structure, or to increase the building coverage by more than 125 square feet will be referred to the Village Planning Board for site plan review and for approval.
